Finally you add these sheets of voting with your annual tax return.Those without any means of voting could go in person to vote at the court for the direct democracy .  With 3 choices of vote = Yes,  No,  (or) Favorable but not in this manner.   (see page 3  question #6  for a hint)

What is admissible is a honorable idea to help the general public various, without wanting to grow rich or impoverishing or to flee its responsibilities or to make wrong to innocent or to obtain rights privileges permissions compromises immoral or doubtful harmful or contrary to the traditions habits for the general public. Then, they go to the judge to make accept the honorable idea, to negotiate the minimal number of required votes, the deadline duration, to prohibit or limit certain forms of requests to the public and advertising by the powerful one/rich promoter versus the poor promoter, to pay the expenses and fees something like:  $2000. /1400.€ = Lawyer $750.+, Judge $750.+, $300. for the confederation of the courts for the direct democracy which will deal with the 2 Internet sites of voting, as well as the committees, standardization, special cases, court of appeal, etc .etc. and $200. of insurance to protect the promoter of the idea, his lawyer, the judge/court and the confederation in the event of money claim. Once all the stages crossed, the ministry for the income makes compilation of the votes received for each idea and makes public the results. Idea-solution-ordinances having received the minimal number of necessary votes of which 50% are votes --yes-- then this idea becomes a strict order to the government to act in that direction. However this strict order is not automatic nor immediate in case that idea cannot be implemented because is logically impossible, the government must make the demonstration with the general public of it, and accepted by the direct democracy that this idea is inapplicable. For certain ideas which would cause great changes, the government in addition to the strict order will have to hold  if necessary a conventional referendum with all the population, always with 3 choices of vote. To reconsider the expenses and the fees of $2000. well...  that's a brake for precisely avoiding becoming a universal free counter of the complaints and lamentations of all kinds. However the judge and the lawyers/notaries could have lower tariffs if they want promoters for small simple things such as: To change the maximum speed allowed on outgoing provincial roads of its city or to install a photo-radar.
